For crafting them, do they just need the recipe and 3 crafted jewelry pieces (heart, seed, scale) or do they also need the 25 Mysterious Powder and 5 Amrita in addition to the 3 crafted jewelry pieces?

Bad News
Her summon is being replaced with a self buff that raises her spell casting speed.
Hers is not the only personal skill that will be changed in the future. All of the crafters will receive new personal skills and crafting will soon be done simply by talking to the NPC rather than using their UPC Counterpart.

does skill change affect the item creation skill
I read that the NPCs will be able to craft all level equipments in that version of the game instead of being limited to level 72 right now. These are the NPCs that you meet on the streets instead of the NPCs that you control in your family. However, as your version of GE is not up to that later version yet, you will still need to have access to a player controlled NPC (your own or a friend's) in order to craft high level equipment. Since we don't know when your version will update to that later version, it's best to play whichever characters you like instead of thinking so far into the future.

Bard + Emilia
To use the Bard and Tactical Assistance stances, you need to equip Emilia with the Rosario weapon. Since your Emilia is already Veteran, you just need to buy, find, or craft a Rosario for her to use. If you have any Damaged Ancient Polishers, I think that offers a cheap Rosario in exchange of reduced Int. Personally, I crafted my Rosario via the Sad Old Man (baron elite level 92 weapon person).

Quest Recipes are wrong
Hello, yes I have heard that the level 100 AR/DR 25 recipes are incorrect. Back then, what showed up in game as required was different from what was actually required. I haven't checked to see if those descriptions are corrected.
What does this "Scroll" item suppose to do? Perhaps there is an equivalent.
If you haven't done any of the Katovic quests, is the rescue knight allowing you to do crafting?

You are correct. During one of the expansions many months back, the stats system were changed from a scale of 1-10 to a scale of 1-100. Unfortunately, the box promotion characters (such as your Lorch) were missed and has never been fixed. I would consider the character to be gone and just get the regular Lorch. Even before the scaling, the only difference were in the outline (promotional had purple) and the promotional characters being unable to craft.
