Raising the Attributes
Hi =P
You do raise the attributes, but only after you reach level 100.
Once you reach lvl 100 and promote your character to Veteran status, you recieve 1 extra point to put in any of the character's attributes.
You recieve 1 stat point per promotion, and there are 5 total promotions in the game (although you can only reach Expert status for now)
Veteran - Level 100 to 110 Expert - Level 110 to 120 Master - Level 120 to 130 High Master - Level 130 to 140 Grand Master - Level 140 to 150
so in total, once you reach the max level, you will end up with 5 extra attribute points.

Block and Evasion
A few notes, Evasion doesn't protect you from ranged psyhical attacks such as rifles and suffers a penalty (dunno how much) for every additional enemy attacking the character, but armors and boots can have a bonus to evasion so its easier to max out...
Block on the other hand can defend against ranged psychical attacks (even cannons), doesn't suffer penalties for multiple enemies but only shields can have a bonus to it so its harder to max out...
