I think it depends on the situation. In particular, it depends on the number of targets you're trying to hit at a given time. Penetrar is faster and has a higher attack (more damage) than Blandir Cruz however, it only hits one target at a time. So for a crowded map, I would do Blandir Cruz until the area is less crowded or if a map boss appears and then switch to Penetrar. If a flying target appears, I also switch to Penetrar in order to use the harpoon skill.
