Not true, he also has the ability to wear metal. People don't give Panfilo enough credit for what he can do. While being able to spam fireball in Flame Guard, he's also able to attack with a melee weapon. I found that combining this with a stunning melee weapon makes him very effective. When a target is stunned, simply switch to Low-gaurd and finish off the enemy.
