Block and evasion is determined by Agi+5 divided by 10 multiplied by the stance and further modified by your equipment, say shield block bonus. However, since no equipment provides a block bonus aside from a shield, Irawain's block tends to be low. With regard to evasion though, due to possible bonuses from boots and armor, Irawain can actually get a higher evade when using MA Wind.

As to where to put in your vet point, the answer is determined by your equipment (for example, is your gear already strong enough to kill mobs in the AA with one attack cycle?)and where you plan to use Irawain. For PVE, Agi might be better. For PVP Str is the wiser choice. Con will not be of much help to Irawain as he can be easily killed by another character even at Con 6. And with good equipment and switching to MA Wind, knock down is no trouble either.

However, if you plan on using him both for PVE and PVP, or just want to play it safe, put the point in Agi, as it'll also give additional attack come 3.0.

My Baek Ho is capable of killing a fighter in Defender with Atomic White Tiger Strike with a Strength of 8. Even if Atomic Tiger Smash deals less damage, you can still switch to MA Wind and use Atomic Crazy Rush to one shot kill another character with a Str 8, agi 7 Irawain.
